It exists because crypto migration is a lifecycle that must be orchestrated across many components without losing governance. Verify is the phase where an independent verifier renders the verdict — from the portable evidence alone, deliberately without trusting the architect, the execution engine, H33, or the production environment. APQC does not render this verdict; it only coordinates the handoff of evidence to the verifier that does.
The APQC invariant. This is the boundary at its sharpest: APQC coordinates the verification transition, but the verdict is owned by Verification, not APQC. The verifier receives only the Execution Journal and re-derives whether the evidence proves what occurred. If the evidence cannot confirm a claim, the verifier reports that — it does not argue with the architect. The portable evidence is what makes the verdict re-checkable by anyone, without H33 in the room.
