What this phase is — and what it is not

APQC is the coordinator of governed cryptographic-estate transformation. It exists because crypto migration is a lifecycle that must be orchestrated across many components without losing governance. Supervise is the phase APQC coordinates during the cryptographic operation itself: the commissioned change runs under governance, each action consuming its reserved grant, every step attested and reversible. APQC supervises the operation — it does not perform the primitive, and the “every promise held” journal is the executor's claim, not yet an independent verdict.

The APQC invariant. APQC coordinates the execution transition; it does not produce the evidence, govern the policy, render the verification verdict, or preserve authority, and it does not compute the ML‑KEM / ML‑DSA primitive. The cryptographic surfaces perform the primitive under Agent-008 governance; the console coordinates and records each step into an Execution Journal, which becomes the sole input the independent verifier receives next.

Common questions
Does APQC render the verdict here?
No. Supervise produces an Execution Journal — the executor's record of what it did. It is not a verdict. The independent verdict is rendered next by Verification, which receives only the journal and deliberately does not trust the architect that produced it.
Does APQC perform the cryptographic conversion?
No. The ML‑KEM / ML‑DSA primitive is performed by the cryptographic surfaces, under Agent-008 governance. APQC coordinates the operation, holds the promises, and records the journal — it never computes the primitive itself.
Does APQC do the monitoring?
No. Continuous monitoring is done by HATS in the Sustain phase. Supervise covers the one-time execution; APQC coordinates it and hands the journal to Verify.
What happens if a step fails or over-exposes during execution?
The lifecycle fails closed: revert to the pre-change state and re-authorize. Because each change consumes a grant reserved under least exposure, a misapplied or partial transform is contained rather than propagated — a guarantee governance enforces and APQC coordinates.
