Every H33 cryptographic library carries a STARK-attested quality certificate signed through the H33 Substrate — three independent PQ families (Dilithium, FALCON, SPHINCS+) bound to a 74-byte attestation. 32 bytes on-chain, 42 bytes cached. No single mathematical family dependency.

The algorithm is the authority. H33 does not editorialize scores.
