APQC is the coordinator of governed cryptographic-estate transformation. It exists because crypto migration is a lifecycle that must be orchestrated across many components without losing governance. Commission is the phase APQC coordinates around the one irreducibly human decision: authorizing the validated plan to execute, under least exposure, with a grant reserved per change. It is the authorization gate — not the execution and not the verdict.
The APQC invariant. APQC coordinates the authorization transition; it does not produce the evidence, govern the policy, render the verification verdict, or preserve authority. The authorization is a recorded human commission; Agent-008 governs the scoped grant, and Authority Center preserves the authority over time. The console records and displays the commission — it does not manufacture the approval or hold the authority itself.

Does APQC render the verdict here?
No. Commission records a human authorization; it does not render a verification verdict. Independent verification of the executed change is rendered later by Verification, from the evidence alone.
Does APQC do the monitoring?
No. Continuous monitoring is done by HATS in the Sustain phase. Commission is a one-time authorization gate; APQC coordinates it and carries the commissioned package forward to Supervise.
Does APQC authorize the change on its own?
No. The authorization is a recorded human commission — APQC never manufactures it. Agent-008 governs the reserved grant and Authority Center preserves the authority; APQC only coordinates and records the transition.
What happens if a change exceeds its authority mid-execution?
The lifecycle fails closed: no change, no evidence, revert. A commission reserves a grant per change under least exposure, so an action beyond authority is refused rather than partially applied. That guarantee is enforced by governance, coordinated by APQC.
