The Finding Workbench is the evidence workspace where a single finding — the unit of investigation — is opened against its case and independently re-checked. It is a supporting expression of Verification, which renders the independent verdict on an artifact: the Verification section below re-runs replay and signature checks so the verdict is reproduced, not asserted.
Why this exists: a finding is only defensible if a party who does not trust the workspace can reach the same verdict from the pinned state_id alone.

It means the parent case reproduces and validates — replay agrees and signatures verify against the pinned state_id. It does NOT mean the finding is substantiated, or that the decision was secure, correct, or compliant.
H33-74 PRODUCES the receipts a finding cites; Verification RENDERS the verdict by re-checking them. It does not record or monitor (HATS), govern an AI decision (Agent-008), or score maturity (HICS).
When an investigator, auditor, or regulator must open one finding, walk its evidence and responsibility, and independently re-verify the parent case from the pinned state_id. Do not use it to originate evidence, enforce policy, or conclude a decision was correct.
