Immutable state transitions for governed systems.
H33-Stamption is a post-quantum governance state commitment layer that records the transitions, provenance and authorized evolution of H33-controlled systems.
A governed system changes. Authority is granted, narrowed, delegated and withdrawn; constraints are added; a boundary that held last quarter is not the boundary that holds today. Each of those is a transition, and a transition that leaves no durable record leaves the estate unable to answer the question that matters after the fact: what was actually authorized at the moment this happened?
H33-Stamption is the layer that answers it. It preserves governed state — what was authorized — so that the authority a decision travelled on remains recoverable after the decision, after the system that made it, and after the people who granted it.
Preserving is not deciding
The estate separates these roles deliberately, and Stamption holds exactly one of them. It does not decide authority. Its authority is H33-Root.

Those five lines are the whole separation. A layer that both authorized a change and recorded that it was authorized would be its own witness, which is the failure the split exists to prevent.
What composes it
H33-Stamption composes H33-Root, H33-74 and H33-Tutu. Composition is an architectural relationship, not a readiness claim: a product does not inherit evidence from what it is built on.
Two admitted identities record Stamption as the layer their committed state travels on:
- Agent-008 — records the committed governance state the authority chain travels on.
- H33-GIT — names H33-Stamption as its committed_state: the record of the committed transition.
Customers are expected to consume H33-Stamption through H33-API-G, Agent-008, H33-Key, HATS and H33-Recovery rather than directly.
Current state: admitted identity, no published deployment
H33-Stamption is an admitted H33 identity with no published deployment. The architecture on this page is decided and recorded. What does not yet exist in public evidence is a deployed instance, an external verification, or a production composition binding.
This page therefore makes no claim about commitment format, interfaces, throughput, or verification procedure. When a committed state transition has been recorded and independently replayed — the commitment produced, the authority that permitted it, and a replay that resolves — that evidence will be published here and this statement will be replaced by it.
H33 states readiness explicitly rather than by omission. An identity that exists is said to exist; a capability that has not been evidenced is not claimed. The distance between the two is recorded, not hidden.
