What this product is

Definition. Cyber Insurance Claims is a product that attacks the business problem of cyber-insurance claims friction and disputes at its root: most claims exist because regulated data existed in readable plaintext, and adjudicating them is slow and adversarial. The product's workflow keeps policyholder data encrypted end to end and gives underwriters continuously verifiable evidence of which controls were active, so most disputes never arise. It owns the claims-reduction workflow, the carrier business outcome, and the policyholder experience. It does not own, redefine, or reimplement the encryption, monitoring, evidence, or verification it relies on; it composes them.

Why this exists. Carriers cannot price or defend risk they cannot see, and policyholders cannot prove controls they cannot cryptographically attest. This product exists to collapse that information asymmetry for the specific job of reducing cyber-claims friction — while leaving the underwriting and settlement decision with the insurer.

The product boundary. Cyber Insurance Claims owns the cyber-insurance-claims workflow and outcome. It uses H33 mechanisms for evidence, monitoring, and verification; it does not redefine or own those mechanisms. Cryptographic evidence supports underwriting and claims decisions; it does not by itself settle a claim or make an insurer compliant.

USES FHE

Fully homomorphic encryption keeps policyholder data unreadable even during processing, so a breach yields ciphertext instead of a claimable loss. The product consumes encrypted processing; it does not define it.

MONITORED_BY HATS

The continuous operational evidence cyber insurance relies on — every policyholder's encryption and control status, verified continuously — comes from HATS. The insurer still makes the coverage and settlement decision.
